What is the problem when an RC Electric motor just sits and pulses and emits a series of beeps?

Hi Sandman, thanks for the prompt reply.
The Motor is Racestar BR3536 and the UBEC is rated at 20 Amps

Id try resetting the throttle trims on the radio and trying to recalibrate the esc. If I've googled correctly this is the manul for that ESC, see part IV for ESC programming.
